THE ASSOCIATION

The SIEM was foundedin 1969 and is a professional and cultural non-profit Association, activethroughout the whole of Italy.
The Statute affirmsits commitment to promoting:

• the spreading of musicalculture at all levels and in all types of environment, scholastic and non-scholastic,as an integral part of general education and associated life-style
• in-service and professionaltraining of teachers and of those working in music education
• scientific research concerningmatters of music education

• the promotion, considerationand development of every type of personal identity
• the meeting and dialoguebetween cultures
• social relations basedon collaboration and mutual respect.

OBJECTIVES OF CULTURALPOLICIES

As a basic institution- a point of reference for the interaction and promotion of the most advancedideas - the SIEM has helped to achieve several important objectives:

• The instigation of compulsorymusic education (since 1977) and the doubling of the time allocated tothe subject (since 1979) in lower secondary school;
• Reform of lower secondaryschool programmes (1979);
• Reform of elementary schoolprogrammes (1985);
• Reform of guidelines forthe infant school (1990);
• Changing the Methodologyof Music Education course in Conservatories from an "optional extra" toa regular Course in the Conservatory (1992);
• Changing the musical studiesin lower secondary school from "experimental" to regular courses (1999);

• The recognition of theMethodology of Music Education Diploma as a qualification entitling holdersto teach musical education in upper and lower secondary school;
• Reform of the Conservatories;
• Reform of the school system;
• The institution of musiceducation as a subject at all levels of schooling;
• The establishment of regularinitiatives for pre-service and in-service teacher training.

TRAINING QUALIFICATIONAND PROTOCOL AGREEMENT WITH THE MIUR

The SIEM has recently(2002) been designated by the Italian Ministry of Instruction, Universityand Research (MIUR) as training body for school staff and has drawn upa protocol agreement with the Ministry aimed at:

• Promoting and monitoringactivities of actio-research in the field of music education in schoolsof every type and level, supporting and encouraging the renewal of teachingmethods, also through comparison with the experience of other Europeancountries;
• Co-ordinating the settingup of a common curriculum, also in collaboration with other scientificand professional Associations in the sector, both national and European,regarding the initial and in-service training of school staff, carriedout either directly or at a distance.

MEMBERS

The members of theSIEM (1.619 in 2002) come from a wide range of backgrounds: music teachersin schools of every type and level, Conservatories and Universities, scholars,instrumentalists, and those working in the field of music in general.
The Association providesall those involved with the unique opportunity to exchange ideas and allmembers are invited to contribute to discussions regarding the area ofmusic education, with a view to creating continuity within the differentlevels of schooling, both internally and transversally.
Membership of theSIEM is open to all music teachers, and to all individuals, Bodies, Institutionsor Companies sharing the aims of the Association and regularly paying membershipfees.

In its 30 years ormore of national activity the SIEM has organized:

• Training and in-servicecourses at a local, national and international level; in particular, two-yearlycourses in research methodology for music education, in collaboration withthe ISME, and courses in musical analysis for instrumentalists, in collaborationwith GATM (Gruppo di Analisi e Teoria Musicale);
• Conferences and Seminars,national and international, also in collaboration with the ISME, on themesregarding music education;
• Delegations to internationalConferences organized by the ISME;
• Musical activities ofvarious types with children, teenagers and adults, relevant to the specificschool or territory.

The activities of theSIEM may be organized by the national bodies or by the 42 territorial sections,independently or in collaboration with bodies and institutions in the publicsector (central and peripheral scholastic administration, schools or universities,local bodies, etc.) and private sector (schools, cultural associations,publishing houses or other types of business, etc.) involved in the spreadingof musical culture.
Every year, in accordancewith the protocol agreement stipulated with the Ministry of Instruction,Universities and Research (MIUR), the SIEM also presents, in collaborationwith the territorial sections, a preliminary project of research and studyon themes relating to music education and the training of music teachers.
